On 4th August 1931, William appointed Mrs. Ethel MacKay as a trustee and authorised the Repat. Dept. to pay his pension cheques to her. (Mrs. MacKay was a Senior Medical Officer, or doctor, used by the Repat. Dept. to review cases.) The Dept.’s internal memos advised against the use of the trusteeship, in general, but they authorised it in this case.
